The conversation locates this event in the broader context of China’s role as a rising power and the increasingly salient question of just how Canada ought to engage a country that is a key trading partner but no ally. A distinguished public servant of over 40 years, Ward Elcock served as the Director of the Canadian Security Intelligence Service (CSIS) for over a decade (1994-2004) as well as in many senior advisory capacities to the Privy Council Office on matters of intelligence and national security.
