As the franchise tag deadline approaches, it appears to be a likely conclusion for the Carolina Panthers and Pro Bowl edge rusher Brian Burns that the team will be utilizing the tag. According to ESPN's Dan Graziano, the tag being placed on Burns is a "near certainty."
