California's Domestic Violence Prevention Act was passed in 1993, signaling a zero tolerance policy for civilian domestic violence.  Since 2001, the Department of Defense has also had a zero tolerance policy for domestic violence in the armed forces. The definition of domestic violence covers a lot of ground.
