While governors like Cuomo and Newsom are complaining that they don't have the necessary equipment to battle the coronavirus, California had mobile hospitals specifically created to meet the emergency needs of the state for this specific purpose but was scrapped because of "budget reasons" in 2011.  Newsom and Pelosi both see opportunity to push through a progressive agenda during this pandemic.
