Tropical System to Impact Puerto Rico and USVI Tonight; Heavy Rain in the Plains; Dangerous Heat in the Northwest - A Tropical System is expected to bring tropical-storm-force conditions to Puerto Rico and the USVI beginning Wednesday night. Heavy rain with this system could produce flash flooding and mudslides. Heavy rain will also be possible in the Middle Mississippi Valley and North Plains.
