Excessive Rain Continues in the Southern Plains; Dangerous Heat Returning to the West - Continued heavy rainfall through Thursday will exacerbate widespread, ongoing flooding from northeast Texas into western Arkansas. Flash flood watches and warnings are in effect across the area. Dangerous heat is forecast to return to the Desert Southwest and California from Friday into early next week.
