The Fulbright Program was established in 1946 under legislation introduced by then-Senator J. William Fulbright of Arkansas. The Program is sponsored by the U.S. Department of State’s Bureau of Educational and Cultural Affairs, and is designed to promote international understanding and peace. Fulbright scholarships are highly competitive and prestigious. Stewart’s wife, Priscilla Harris, recently served as a Fulbright Scholar on the Faculty of Law at Vilnius University in Lithuania.
