A staff shortage has reached crisis level and the governor is considering activating the National Guard to help with prison security. Essential equipment such as radios and batons are broken, out of commission for months in most cases. With five prison workers killed in 2017 the officers need to protect themselves but the state refuses to pay for stab vests and body alarms which could have saved the lives of those killed.
